DNO - Vietnam’s tourism industry has outlined growth scenarios through 2030 to adapt to market fluctuations, diversify visitor markets and pave the way for double-digit growth.
Vietnam has unveiled a tourism development plan targeting 25-27 million international and 150-153 million domestic tourists in 2026, with VND 1.125-1.23 quadrillion in revenue, supporting double-digit growth and laying the groundwork for 2027-2030.
According to Vietnamplus, in the high-growth scenario, Vietnam targets 27 million international and 153 million domestic tourists in 2026, focusing on China, the Republic of Korea, India and Russia, while continuing to tap Western Europe, North America and Southeast Asia.
If geopolitical tensions persist, air connectivity remains disrupted and oil prices stay high, the lower-growth scenario targets 23.2 million international and 148 million domestic tourists.
To achieve these goals, the Ministry of Culture, Sports and Tourism has set international visitor growth targets for 11 key tourism localities. Ho Chi Minh City is expected to receive 11.5 million international visitors, followed by Hanoi with 10 million, Da Nang with 9 million, Khanh Hoa with 7.2 million and Quang Ninh with 6 million.
Ninh Binh targets 3 million international visitors, followed by Hue and An Giang with 2.5 million each, Lao Cai with 1.9 million, Hai Phong with 1.8 million and Lam Dong with 1.58 million.
Other localities are expected to develop tourism scenarios suited to their resources and infrastructure, targeting 25-35% growth in visitor numbers and tourism revenue starting in 2025.
Local authorities are also required to align tourism targets with GRDP growth plans, introduce breakthrough measures and focus resources on boosting growth in the remaining months of 2026.
Looking beyond 2026, Vietnam’s tourism development scenario sets the foundation for sustainable, higher-quality growth through 2030. The country aims to welcome 45-50 million international visitors and around 160 million domestic tourists by 2030, generate USD 80-90 billion in tourism receipts and increase tourism’s direct contribution to 10-12% of GDP.
Achieving 25-27 million international arrivals in 2026 is considered crucial to pursuing the medium- and high-growth scenarios. The longer-term strategy will increasingly prioritise high-spending, long-stay visitors and shift from expanding visitor numbers towards improving tourism quality, value and economic contribution.
