According to the plan, Da Nang strives to increase the added value proportion of the digital economy to account for 35 - 40% of the city's GRDP structure by 2030 while ensuring that at least 70% of small and medium-sized enterprises have access to digital transformation support programs.

Alongside, Da Nang aims to establish at least one large-scale digital technology enterprise with about 15,000 workers or annual revenue of US$2 billion; launch the city's data platform; and ensure that 100% of the state agencies provide open data in compliance with standards.

Regarding the digital society, Da Nang aims for 100% of the households to have access to 1 Gb/s fiber optic internet. The 5G network covers 100% of residential areas and at least 99% of the population.

In addition, 100% of citizens aged 14 and over will have ID cards and electronic identification accounts. 95% of the population aged 15 and over will hold a transaction account at a bank or authorized institution. Also, 80% of the population aged 18 and over will own personal digital or personal electronic signatures.

Furthermore, 90% of the working-age population will receive basic digital skills training. 90% of poor and near-poor households will be supported with smart mobile devices and broadband internet.

Likewise, 90% of the adult population will have access to digital services in the fields of healthcare, education, insurance, and transportation.

Regarding the digital economy and digitization, the city aims for 70% of the communes to have cooperatives apply digital technologies. At least 70% of the tourism establishments will utilize digital platforms. 90% of the national relics/heritages and 100% of the scenic spots will be digitalized.

Meanwhile, the revenue from e-commerce will account for 20% of total retail sales of products, while 80% of logistics service enterprises will employ digital transformation solutions.

To achieve the objectives mentioned above, the city's plan outlines 14 key groups of tasks and solutions. They include completing mechanisms and policies to foster the development of the digital economy and society; developing digital infrastructure that is rapid, synchronized, modern, secure, and sustainable; building shared digital platforms and digital ecosystems; developing the data economy; promoting the application of artificial intelligence (AI); and ensuring cybersecurity and digital trust.

Alongside, the city will develop its digital workforce, digital citizens, and culture; foster digital technology enterprises and modern markets; advance data-driven digital governance; expand the digital economy and society across sectors; strengthen domestic and international cooperation; step up communications and public awareness; and research and respond to emerging trends while monitoring and evaluating progress.

Da Nang is steadily transforming digital transformation into a key driver of socio-economic development, laying a solid foundation for its goal of becoming a livable, smart, and sustainably developed city in the years ahead.

The Vietnamese Government has recently approved the National Digital Economy and Digital Society Development Program for 2026 -2030, setting ambitious targets to accelerate digital transformation across all sectors and expand access to digital services for citizens and businesses.
