DNO - The Da Nang People’s Committee was honored with the “Outstanding State Agency in Digital Transformation” award for the city’s Data-Driven Governance and Management Platform at the Vietnam Digital Awards (VDA) 2026 ceremony held in Ha Noi on October 14.

For the “Outstanding State Agency in Digital Transformation” category, the VDA 2026, for the first time, placed emphasis on the ability to integrate and connect with state database systems and digital platforms. This was identified as a crucial requirement for ensuring interoperability, preventing data fragmentation, and developing seamless digital services for citizens and businesses.
Additionally, criteria regarding scalability, ecosystem development, and sustainability were introduced.
These criteria reflect a strategic focus on selecting models that are not only effective internally but also capable of large-scale expansion, thereby making practical contributions to the development of the digital economy and digital society.
In Da Nang, the Data-Driven Governance and Management Platform was developed from the city’s Intelligent Operations Center (IOC) system, launched in 2023, alongside efforts to integrate databases and improve technological solutions.
The platform operates under the direction of the Da Nang People’s Committee, with implementation assigned to the municipal Department of Science and Technology. Meanwhile, the Da Nang IOC is responsible for its management and operation.
Identified as critical digital infrastructure, the IOC serves as the city’s “digital brain” collecting, integrating, standardizing, analyzing and sharing data from multiple sources.
Through dashboards, visual charts, digital maps and alert systems, the city leaders can gain a comprehensive overview of socio-economic development, task implementation progress and emerging issues across the city.
To date, the system has inherited and integrated 30 data sources from 45 agencies and units, organizing information into data groups supporting governance and management in areas such as public administration, socio-economic development and field monitoring.
The platform currently provides more than 45 monitoring services, over 250 visual charts and 60 alert and forecasting models.
The system is structured as a city-level IOC model, complemented by Operations Centers (OCs) at the commune and ward levels and specialized OCs, forming an integrated digital governance network.
The platform is accessible via computers and mobile devices, with synchronized data, access permissions assigned according to authority, and alerts delivered through multiple channels, including the IOC application, Zalo messages, SMS and official email.
Notably, data has been developed into specialized governance scenarios to monitor socio-economic conditions, public investment disbursement, the quality of administrative procedure processing, implementation of Resolution No. 57-NQ/TW, environmental monitoring, water reservoirs and disaster prevention and response.
According to the organizing committee, the Vietnam Digital Awards 2026 received 467 entries across five categories.
Following preliminary and final evaluation rounds, the organizers selected and honored 56 organizations, products and solutions, along with three outstanding individuals.
The five award categories are: Outstanding State Agency in Digital Transformation; Outstanding Enterprise or Public Service Unit in Digital Transformation; Outstanding Digital Technology Products, Services and Solutions; Community-Oriented Digital Transformation Products and Solutions; and Individual Recognition.
