AI, high-quality human resources key to build Da Nang International Financial Center

DNO - Artificial intelligence, high-quality human resources and data are viewed as key factors to form the foundation of the Vietnam International Financial Centre (VIFC) in Da Nang.

The remarks were made by international experts at a high-level policy dialogue on developing VIFC in Da Nang on Monday.

Talent is the most important capital

According to Dr. Wojtek Wojaczek, Director of the IPIP Program at Cambridge, the most critical resource in developing a financial centre is not investment capital but human capital, particularly a highly skilled financial workforce.

He said talent development should be viewed as building a diversified investment portfolio. A modern financial ecosystem requires a combination of many types of human resources, including finance, law, risk management, compliance experts to innovation managers.

Praised the potential of Da Nang’s students, Dr. Wojaczek noted that investing in talent at an early stage would provide the city with a strong pipeline of skilled workforce for the future.

He stressed the need for the city to develop a balanced strategy that both develops domestic talent and attracts international experts.

Besides physical and digital infrastructure, the city should cultivate “innovation ecosystem operators” capable of coordinating complex projects, he suggested.

To achieve this, Da Nang must adopt a comprehensive talent and sufficiently attractive policies to retain talent in the long term.

Building a foundation on Open Banking and AI

Professor Alfred Taudes of the Vienna University of Economics and Business highlighted that AI can only deliver meaningful results when supported by high-quality data.

“AI enables faster decision-making, but data quality remains the most important factor” he said.

He noted that robust data infrastructure and governance would determine the future of digital financial services.

To avoid data monopolies by a few banks, Professor Alfred Taudes proposed that Da Nang develop an Open Banking framework to facilitate secure and transparent data sharing while promoting fair competition.

Professor Taudes recommended that Da Nang build its International Financial Centre as an “AI-native” ecosystem, integrating AI into its design from the outset.

He also called on the city to establish Open Banking standards and introduce a regulatory sandbox supported by standardized datasets to encourage innovation and business development.

Four strategic financial products

Mr. Ho Ky Minh, Standing Vice Chairman of the Da Nang People's Committee and Chairman of the Executive Agency of VIFC in Da Nang, said the center will prioritize green finance, financial services for high-tech enterprises and international capital connectivity.

The VIFC in Da Nang will work closely with the VIFC in Ho Chi Minh City to leverage the complementary strengths of both financial centers.

Benefiting from its strategic transport infrastructure, the VIFC in Da Nang is developing four core financial products: supporting Vietnamese businesses in issuing international bonds; expanding the green finance market with a focus on carbon credits; attracting international financial institutions and investment funds; and exploring the tokenization of real-world assets.

The proposed duty-free zone associated with Da Nang International Airport and Chu Lai Airport is expected to pilot this real-world asset tokenization model.

Recognizing human resources as a key factor, VIFC in Da Nang continues to attract leading financial experts. Notably, it has just established a Policy Lab to develop innovative regulatory proposals and pilot new policy initiatives.

City leaders expressed hope that international experts will collaborate closely with the Policy Lab to turn innovative ideas into practical projects, helping build a vibrant international financial ecosystem in Vietnam.
