Da Nang launches PBMS and SIMP

DNO - On June 22, Da Nang officially launched the Public Building Management System (PBMS) and the Smart Integrated Management Platform (SIMP) for Hai Chau Ward at the closing workshop of the Disruptive Technologies for Public Asset Governance (DT4PAG) programme.

The event was co-chaired by Permanent Vice Chairman of the Da Nang People’s Committee Ho Ky Minh and representatives of the World Bank (WB) and the Swiss Agency for Development and Cooperation (SDC) in Vietnam.

Speaking at the workshop, Ho Ky Minh said the event marked the successful cooperation between Da Nang, the World Bank, and the Swiss Federal Economic Affairs authorities.

Over recent years, Da Nang has developed and refined digital tools for public asset management. The launch of the two platforms provides a foundation for improving urban governance while advancing the city’s smart and sustainable development goals.

In the coming period, the city will direct departments, agencies, and local authorities to maximise the use of the platforms, regularly update data, and explore opportunities to expand their application in line with practical needs.

Assessing the programme’s outcomes, Kathleen Whimp, World Bank Portfolio Manager for Vietnam, Cambodia, and Laos, noted that disruptive technologies help transform governance models from passive monitoring to proactive optimisation through artificial intelligence and data analytics.

She emphasised that international experience shows countries that successfully overcome the middle-income trap place strong emphasis on digital transformation, built on three core pillars: people, processes, and technology.

Sibylle Bachmann, Head of Cooperation at the Swiss Agency for Development and Cooperation in Vietnam, said that after more than three years of implementation, the programme has supported the development of digital government initiatives in Da Nang, Hue, and Ho Chi Minh City.

To maximise effectiveness, she proposed three priorities: institutionalising platform operations, strengthening data interoperability, and continuing investment in human resource development.

At the workshop, the Development and Policies Research Centre (DEPOCEN) presented the findings of an independent evaluation. According to the presentation, investments in digital transformation for public governance generate benefits that significantly outweigh their costs.

The platforms shorten administrative processing times and deliver tangible economic benefits, opening up opportunities for the model to be replicated on a broader scale.
