DNO - Da Nang-EU partnership is gaining momentum, focusing on high-tech industries and sustainable development to attract quality FDI and expand long-term strategic cooperation.

Outstanding Da Nang-EU cooperation projects
Since early 2026, Da Nang-EU has witnessed increasingly dynamic cooperation.
In March alone, the city signed two key memoranda of understanding, including one with the Agency for Economic Cooperation and Development (AED) during the EU-Vietnam Global Gateway Business and Investment Forum in the capital city of Ha Noi, and another establishing a friendship partnership with Chemnitz.
These agreements prioritize critical sectors such as science and technology, innovation, digital transformation, smart urban development, and high-quality human resource training.
Through cooperation with AED, Da Nang expects to access “Best Practice Austria”, which is the umbrella brand for Austria's activities in support of exchanges of know-how between partner countries.
Expanding partnerships
Da Nang has established friendship and cooperation ties with 14 localities across nine member states of the European Union. In Germany, in addition to its partnership with Chemnitz, the city also maintains relations with the state of Thuringia.
Thanks to ongoing efforts to improve the investment climate, Da Nang is, for the time being, home to 1,298 valid FDI projects with a total registered capital of approximately US$10.9 billion.
Notably, APM Terminals is actively involved in the development of the Lien Chieu Port project in Da Nang.
Through strengthened cooperation, the city expects to resolve existing bottlenecks and build a globally competitive seaport, contributing to the effective operation of the East-West Economic Corridor linking Myanmar, Thailand, Laos, and Vietnam.

EU Ambassador to Vietnam Julien Guerrier affirmed that the EU and its business community will remain reliable partners of Da Nang, particularly in key sectors such as transport, logistics, and renewable energy.
This partnership is expected to further deepen the EU - Vietnam Comprehensive Strategic Partnership, delivering tangible benefits for both citizens and businesses.
Priority sectors for strategic investment
Da Nang has identified key sectors for future growth, including semiconductor microchips, artificial intelligence (AI), seaports, logistics, and green finance.
With preferential and forward-looking policies, the city is positioning itself as an attractive destination for EU investors seeking long-term opportunities in high-value industries.
With long-term ambitions to develop smart urban systems, the city aims to become one of the world’s top 50 smart cities, with the EU positioned as a trusted partner in transport, logistics, and renewable energy development.
By 2030, Da Nang aims to become a major socio-economic center of Vietnam and Southeast Asia.
Policies to attract international experts to Vietnam International Financial Centres
To draw international experts, Vietnam has introduced a highly competitive incentive framework. Key policies include personal income tax exemptions until 2030, long-term visas and residence permits of up to 10 years, and a streamlined one-stop administrative system.
Additional privileges such as priority airport services, flexible labor regulations, and no cap on foreign workforce ratios further enhance attractiveness.
The policy also emphasizes a market-oriented approach, allowing competitive salary and benefit packages based on agreements between employers and experts.
Housing support, including accommodation and rental assistance, alongside social security and insurance provisions, ensures a stable living environment.
