DNO - Vietnam International Financial Center (VIFC) aims to rank among the top three financial hubs in ASEAN by 2035, under a newly approved national development plan designed to strengthen the country's role in regional and global finance.

Under the newly approved Development Plan for the VIFC through 2035, issued by the Governing Council of the VIFC, Vietnam aims to transform the VIFC into a key platform for mobilizing and allocating domestic and international financial resources.
The initiative is expected to accelerate economic growth, improve competitiveness and strengthen Vietnam's role in the regional and global financial system.
By 2035, Vietnam targets a place among the world's top 75 financial centers, the top 25 in the Asia-Pacific region and the third-ranked financial center in ASEAN, based on the Global Financial Centres Index (GFCI) or an equivalent international benchmark.
The development strategy assigns distinct but complementary roles to the country's two financial hubs.
Da Nang is positioned as an international financial center for innovation and financial technology.
The city will focus on digital assets, digital payments, asset tokenization and specialized trading platforms, while promoting financial services linked to innovation, startups, trade finance, supply chain finance and sustainable finance. It will also serve as a regulatory testing ground for emerging financial technologies, products and business models.
Meanwhile, Ho Chi Minh City will develop into a comprehensive international financial center with a diversified ecosystem centered on traditional financial services, further strengthening Vietnam's overall financial capacity.
The roadmap reflects Vietnam's commitment to building a modern, open and globally connected financial ecosystem.
By combining technological innovation, regulatory reform and international cooperation, the country is positioning itself to become a dynamic financial destination that supports investment, innovation and sustainable economic development across the Asia-Pacific region.
