This political exchange program between the Vietnam Border Guard and the Chinese NIA took place in the context of the flourishing Vietnam - China relationship. It served as a continuation of the political exchanges that have been ongoing between the two sides since October 2024.
During the 2024 - 2026 period, these political exchange activities in particular and the border defense cooperation in general between the Vietnam Border Guard and the Chinese NIA have been implemented in a practical, meaningful, and friendly manner. These have enabled officers and soldiers from both sides to meet, engage in dialogue, and foster greater mutual understanding and closer ties.
Also, these initiatives contribute to consolidating a peaceful, friendly, and stable environment along the border areas and at border gates, while creating new, favorable conditions for the prosperity and development of both countries and their peoples.
The three-tier law enforcement coordination mechanism for border control at the border gates and the management of land borders is operating smoothly, with regular and effective exchanges on political work taking place among the respective units of both sides.

In particular, as part of the “Red Journey for Youth Research and Study” project, an initiative launched by the Heads of State of Vietnam and China, the Vietnam Border Guard and the Chinese NIA jointly organized a “Red Study” training program for young Vietnamese immigration management officials in China's Kunming and Yunnan in 2025.
Furthermore, high-level political and professional skills training courses for officers of the Vietnam Border Guard in China's Beijing, Lijiang and Yunnan in 2026 have been just organized.
In the new phase, the Vietnam Border Guard and the Chinese NIA are committed to making their political work exchanges become more substantive and effective. This aims to contribute to building a peaceful, friendly, cooperative, and prosperous Vietnam - China borders.

Both sides will further strengthen cooperation on areas of mutual interest as well as effectively implement the cooperation agreement between the Vietnamese Ministry of National Defence and the Chinese Ministry of Public Security. This aims to realize the six major directions for cooperation established by the Parties and the States of Vietnam and China.
The two sides will study and refine mechanisms for political work exchanges at all levels with new, practical, and effective cooperation content and formats.
Alongside, the two sides will replicate the “Friendship Ambassador” and “Outstanding Party Member” models, and enhance exchanges and the sharing of professional experience.
Efforts will be made to improve proficiency in political theory, foreign languages, and the languages of the neighboring countries.

In addition, the two sides will strengthen coordination in promoting and educating about the solidarity and friendship between Vietnam and China, as well as the vision, determination, and actions of the Parties, States, militaries, and peoples of both countries in fostering a new era of development for their bilateral relations.
