In fact, Da Nang on August 2026 issued a plan for implementing the project on international integration and cooperation for the 2026 - 2030 period.
The plan outlines key orientations, tasks, and solutions designed to enhance the effectiveness of international economic integration that aligns the city’s foreign affairs activities with development goals for this new phase.
Paving the way for investment capital and technology
To date, Da Nang’s international integration and cooperation efforts have reached significant results across various sectors, including politics, economics, science and technology, socio-culture, and people-to-people diplomacy.

In particular, "economic diplomacy" has been comprehensively implemented. It is closely linked to the city's strategic priorities, such as the development of an international financial center, a free trade zone, an innovation hub, hi-tech, and a logistics center in the central Vietnam.
Until now, Da Nang has attracted over 1,180 foreign direct investment (FDI) projects, with a total capital exceeding US$11.3 billion. The city is attracting investment, with a focus on hi-tech, modern manufacturing, and high-quality services.
Notable projects include a US$177 million ICT Vina III manufacturing plant by ICT Vina Co., Ltd., belonging to the Republic of Korea’s Dentium Group, and an electronics manufacturing facility by Foxlink International Investment Ltd. (Taiwan, China), with an investment of US$135 million.
Alongside, the investors’ presence and expansion regarding the semiconductor and microchip sector, such as Synopsys, Marvell, and FPT, contribute to fostering the development of a hi-tech ecosystem in Da Nang.
In parallel with attracting investment, the city has expanded collaborations with international localities, organizations, and partners that possess strengths in science and technology.
These include partnerships with Salo and Turku (Finland) focused on innovation and startup ecosystems, as well as a collaboration with Boras (Sweden) centered on recycling and waste treatment technologies, and with Yokohama (Japan) regarding energy-saving technologies and environmental management.
The city’s agreements with Aktau (Kazakhstan), Pyeongtaek (the Republic of Korea), and Austria’s Agency for Economic Development (AED) have also opened up new avenues for collaboration in science and technology, innovation, the semiconductor industry, clean energy, logistics, and seaports.
These outcomes demonstrate that external relations efforts have brought Da Nang closer to global technology hubs and international partner networks.
Making technology integration substantive
Da Nang identifies that it is now entering a period of "selective acceleration". Director of the municipal Department of Foreign Affairs Nguyen Xuan Binh noted that the city is shifting its focus from “traditional diplomacy” toward “technology diplomacy”.
This approach centers on concrete projects, with the goal of becoming one of the nation’s top three hubs for microchip design and artificial intelligence (AI) applications by 2030.
So, the city plans to develop a map of international partners across sectors such as science and technology, AI, semiconductors, green technology (greentech), and financial technology (fintech), categorized by region and strategic partner groups.
Additionally, the city will periodically publish a bilingual report on its innovation ecosystem and technology integration to facilitate investment promotion and international networking.
Furthermore, Da Nang is expanding its network of international innovation spaces, gradually establishing Da Nang-branded innovation hubs abroad to support partner connections, promote projects, and mobilize international resources.
International events taking place in the city, such as the Da Nang Innovation Startup Festival (SURF), the Da Nang Venture and Angel Summit (DAVAS), and Da Nang Finance and Technology Week, are being upgraded, with a focus on connecting specific projects.
Building upon the existing foundation of cooperation, Da Nang is moving toward a phase of deeper integration where success is measured by projects, capital inflows, and specific technological value. This shift is essential for ensuring that "economic and technology diplomacy" contribute more effectively to the city’s development goals.
