Da Nang seeks partnership with ACCA on legal framework for international financial center

DNO - The Excutive Agency of the Vietnam's International Financial Centre in Da Nang City (VIFC-DN), in coordination with the UK’s Association of Chartered Certified Accountants (ACCA), on Friday, organised the VIFC-ACCA 2026 Forum under the theme "Legal framework, priority areas, products and investment opportunities at VIFC-DN".

The forum was attended by Ho Ky Minh, Standing Vice Chairman of the Da Nang People's Committee and Chairman of the VIFC-DN; Helen Brand OBE, Chief Executive of ACCA; and representatives from ministries, government agencies, financial institutions, businesses, and domestic and international experts.

Speaking at the forum, Mr. Ho Ky Minh emphasized that building VIFC-DN is a city's strategic orientation, which aims to enhance competitiveness while strengthening connections to international capital markets and driving economic growth in the city. Da Nang considers VIFC-DN a hub for financial institutions and a platform for international investment capital flowing into Vietnam. The center is also an ecosystem integrating finance, technology, innovation, and sustainable development.

Identifying the legal framework as the most critical "intangible infrastructure," the forum focused on three key issues: establishing a competitive legal framework in accordance with international practices; developing financial sectors and products that create a distinctive advantage for Da Nang; and strengthening the connections between international capital flows and the green transition.

The Da Nang leader hoped VIFC-DN would serve as a hub connecting green projects and international capital, promoting green financial products, and supporting the carbon market.

Meanwhile, Chief Executive of ACCA, Helen Brand OBE, noted that VIFC-DN is emerging as an ideal destination for financial institutions, banks, securities firms, investment funds, and fintech companies, thanks to a regulatory framework that increasingly aligns with global standards. VIFC-DN is forming a diverse service ecosystem to support business, including accounting, auditing, legal consulting, technology, and risk management.

She affirmed that VIFC-DN is creating a new community with an attractive living and working environment, effectively meeting the global-standard financial expertise needs of international investors and professionals in Da Nang.
