Da Nang and Laos' Salavan share experiences in Party organisation building
DNO - Head of the Da Nang Party Committee’s Organisation Commission Doan Duy Tan, on Friday, received a delegation from the Organisation Commission of the Salavan Provincial Party Committee (Laos), led by its head, Chansilone Sisomboun, during a working visit to Da Nang.

At the working session, the Da Nang Party Committee’s Organisation Commission shared practical experiences and discussed Party organisation-building, focusing on advising on the restructuring of the organisational apparatus and Party organisations.
After putting new policies in place to reorganise administrative units, simplify the organisational structure, and create a two-tier local government model, Da Nang has experienced major changes in how it is organised, how it governs, and how well its political system works.
Specifically, the Party, Fatherland Front, and socio-political organisations have completed the merger and consolidation of their advisory and supporting agencies while minimising intermediate bodies and subordinate departments and divisions.
The state administrative sector has been restructured and streamlined, with specialised departments and agencies under the municipal People’s Committee reorganised to eliminate overlapping functions and responsibilities.
Public service units have also been reviewed and reorganised toward greater autonomy.
The streamlining of the organisational apparatus is particularly evident in the reduction in the number of agencies and internal divisions, as well as indirect payrolls.
Following the restructuring, many positions have been combined, while personnel structures have been reorganised based on job positions, gradually addressing overlaps in functions and responsibilities among agencies.

The Organisation Commission of the Da Nang Party Committee has also advised on several new, innovative and effective approaches to accelerating comprehensive digital transformation in Party organisation-building, reforming the assessment and classification of officials, and developing and implementing a scheme to strengthen the mobilisation, rotation and secondment of officials, civil servants and public employees to support grassroots-level operations.
Doan Duy Tan said the working session provided an opportunity for the two sides to exchange experiences in Party organisation-building, as well as other areas within the functions and responsibilities of the Party organisation-building agencies in the two localities.
He expressed his belief that the issues discussed at the working session would provide useful and practical reference for the work of both agencies.

The Da Nang Party Committee’s Organisation Commission hoped to continue working with its counterpart in Salavan to expand cooperation, particularly through exchanges of working delegations and sharing experiences in personnel organisation, as well as the training and professional development of officials.
Such cooperation will contribute to further nurturing the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos while helping deepen the partnership between Da Nang and Salavan in a more substantive and effective manner.
On behalf of the delegation, Chansilone Sisomboun thanked the Da Nang Party Committee’s Organisation Commission for its warm and formal reception. He expressed his hope that Da Nang and Salavan, as well as their respective agencies, would continue to effectively implement a wide range of cooperation programmes across various fields.
