Da Nang and Russia’s Leningrad Region strengthen cooperation
On June 23, at the headquarters of the Legislative Assembly of the Leningrad Region (Russia), a delegation from Da Nang held a working session aimed at promoting comprehensive cooperation between the two localities.

The Da Nang delegation, led by Deputy Secretary of the Da Nang Party Committee cum Chairman of the municipal People's Council Nguyen Duc Dung, comprised Vice Chairman of the Da Nang People's Committee Tran Nam Hung, Head of the Economic and Budget Committee of the Da Nang People's Council Thai Hoang Vu, and representatives of Da Nang relevant agencies and units.
The delegation was warmly received by Chairman of the Legislative Assembly of the Leningrad Region Sergey Bebenin.
Addressing the meeting, Mr. Sergey Bebenin emphasized that the visit by the Da Nang delegation was of particular significance, marking an important milestone in strengthening cooperation between the Leningrad Region and Da Nang.
He noted that the visit reflected both sides’ shared interest and goodwill in expanding exchanges of experience and promoting practical cooperation.

On behalf of the leadership of Da Nang, Chairman of the Da Nang People's Council Nguyen Duc Dung expressed his sincere appreciation and profound gratitude for the warm and gracious reception extended to the delegation by the Legislative Assembly of the Leningrad Region.
He affirmed building on the strong foundation of friendship and cooperation between Da Nang and the Leningrad Region, the two localities would continue to expand practical and effective areas of cooperation, thereby contributing to deepening the Comprehensive Strategic Partnership between Viet Nam and Russia.
In an effort to enhance the effectiveness of cooperation between the two legislative bodies and local administrations in the coming period, Chairman Nguyen Duc Dung proposed that both sides maintain regular exchanges between leaders and elected representatives to share experience in legislative activities and decision-making on issues of key importance to their respective localities.
He also proposed enhancing delegation exchanges and organizing forums, conferences, and thematic seminars on local governance, effective and efficient administration, and sustainable development.
Besides, he called for greater sharing of experience in policy formulation and institutional development aimed at strengthening local governance systems.
It is also a need to promote cooperation in areas of mutual strength, including trade, investment, science and technology, education, healthcare, culture, sports and tourism, while creating favorable conditions for their business communities to strengthen connectivity and explore opportunities for cooperation.
He also called for greater exchanges of experience in digital transformation, the application of information technology in the operations of elected bodies, the development of digital government and the advancement of smart cities.
On that basis, both sides would study and formulate annual cooperation programs and action plans to ensure the effective implementation of agreed areas of cooperation following the signing of a formal cooperation agreement.
The two sides signed the minutes of the meeting and agreed to implement a number of key initiatives, including strengthening direct ties among the Standing Committees, specialized boards and representatives of both sides, while maintaining regular delegation exchanges.

They also agreed to organize joint consultations and seminars on issues of mutual interest, and to share experience in legislative drafting, provincial-level oversight and legal frameworks governing economic, cultural and social activities.
Both sides further agreed to task their respective foreign affairs agencies with continuing to coordinate and finalize the necessary preparations for the formal signing of a cooperation agreement between the Da Nang People's Council and the Legislative Assembly of the Leningrad Region at an appropriate time.
Cooperative relations between the Leningrad Region and Da Nang were established in 2020 and have since yielded positive achievements, particularly in trade, investment and the exchange of governance experience.
Leaders of the Leningrad Region highly apppecially in high technology, logistics, international finance, free trade, and modern urban development.
