Da Nang leaders explore e-Estonia Briefing Centre
DNO - A delegation from Da Nang on June 19 visited the e-Estonia Briefing Centre, one of the world’s most advanced digital government models, to explore new cooperation opportunities.

The Da Nang delegation was led by Vice Secretary of the municipal Party Committee cum Chairman of the Da Nang People’s Council Nguyen Duc Dung.
The delegation also included Vice Chairman of the Da Nang People’s Committee Tran Nam Hung and representatives from various municipal departments and agencies.
The e-Estonia Briefing Centre was designed specifically for experiencing everything e-Estonia has to offer. Established in 2009 as an NGO, it is today part of the Enterprise Estonia and plays an integral role in promoting the country’s know-how and expertise in digital services.
Spanning around 400 square metres, the centre showcases the country’s digital achievements, technologies and long-term vision, while serving as a platform for international cooperation in e-government, digital infrastructure, cybersecurity and innovation.
Over the years, the centre has played a significant role in shaping Estonia’s image as a smart digital country, helping attract investment, strategic partnerships and highly skilled talent from around the world.
During the visit, the Da Nang delegation was introduced to the key components that underpin Estonia’s digital transformation.
These include digital infrastructure, electronic identity (e-ID), online public services, cybersecurity, the e-Residency programme and digital applications across sectors such as education, healthcare and the judiciary.
Particular attention was given to X-Road, the backbone of Estonia’s Interoperable Digital State.
It is a secure and scalable data exchange platform that connects hundreds of public and private sector databases. X-Road helps Estonia save over 1,345 years of working time annually by eliminating redundant paperwork; allowing instant access to reliable information; letting public employees focus on meaningful tasks that require human judgement
Thanks to this integrated platform, Estonia now provides nearly 100% of its public services online, allowing citizens to complete most administrative procedures without having to visit government offices in person. The model has become an international benchmark for digital governance and public service delivery.
Delegations from governments, businesses and international organisations from more than 150 countries have visited the e-Estonia model to study its digital transformation experience.
The centre has also welcomed thousands of high-level leaders from around the world, including the United Nations Secretary-General, heads of state, ministers and executives of leading technology corporations.
During the working session, Petra Holm, the Digital Transformation Adviser of the e-Estonia Briefing Centre, provided an overview of Estonia’s journey in developing its digital citizen model, digital government and digital society.
The two sides exchanged experiences in researching and developing digital platforms and applications to facilitate administrative procedures for citizens and businesses.
They also discussed the implementation of integrated multi-service mobile applications that provide essential digital utilities and promote comprehensive digital transformation towards building a digital society and digital government.

Vice Chairman of the Da Nang People’s Committee Tran Nam Hung and members of the delegation held discussions with representatives of the e-Estonia Briefing Centre on the development and refinement of legal frameworks and institutional mechanisms for digital citizenship, data-driven governance.
They also explored the implementation of the “Once-Only” principle, under which citizens and businesses are required to submit information to public authorities only once.
Estonian experts shared specific experiences regarding monitoring mechanisms, enforcement measures, leadership accountability and solutions to promote data sharing and utilization among government agencies, with citizens placed at the center of public service delivery.
In addition, the delegation explored Estonia’s strategies for developing information and telecommunications infrastructure, ensuring information security, cybersecurity and personal data protection, as well as building clean, interconnected and interoperable national databases.
The two sides also exchanged experiences in enhancing digital skills, fostering a digital culture within communities, and developing a roadmap for comprehensive digital citizenship.
Addressing the meeting, Chairman of the Da Nang People’s Council Nguyen Duc Dung highly appreciated Estonia’s vision, strategic orientation and remarkable achievements in digital transformation.
He proposed that the e-Estonia Briefing Centre support Da Nang by dispatching expert delegations to the city to share experience and best practices, while strengthening cooperation in the development of digital government, digital citizenship and a digital society.
Such cooperation, he said, would contribute to realizing Da Nang’s goal of becoming a smart, modern and sustainably developed city.
The working visit underscored Da Nang’s commitment to learning from international best practices and expanding cooperation with leading global partners in technology, digital transformation and innovation, thereby contributing to the city’s vision of sustainable and inclusive development.
