Da Nang hosts Vietnam-U.S. Finance and Technology Dialogue in San Francisco

DNO - As part of its working visit to the United States, the Da Nang People’s Committee has hosted the Vietnam-U.S. Finance and Technology Dialogue in San Francisco, the United States.

Permanent Deputy Prime Minister Nguyen Hoa Binh delivered the welcome remarks and strategic orientation at the dialogue.

The event was attended by Vietnamese Permanent Deputy Prime Minister Nguyen Hoa Binh, along with leaders of ministries and central agencies, and more than 50 delegates representing leading U.S. enterprises, financial institutions, investment funds, technology companies, as well as top-tier consulting and legal organizations.

In his opening remarks, Standing Vice Chairman of the Da Nang People’s Committee and Chairman of the VIFC (Vietnam International Financial Centre) Da Nang Executive Agency Ho Ky Minh underscored Da Nang’s increasingly recognized position as a safe, attractive, and high-potential investment destination.

Da Nang has consistently ranked among the national leaders in readiness for information and communications technology application and development for many consecutive years, and has been widely recognized for its performance across all three pillars of the “Smart City” framework over an extended period.

Building on this foundation, Da Nang is oriented toward its development vision for the 2030-2045 period, aiming to become an ecological, modern, and smart city, as well as an innovation hub of Asia, with three strategic pillars: marine economy, high-tech industry, and high-quality tourism and services.

To realize this vision, the city is actively implementing and calling for investment in key catalytic infrastructure projects, including the upgrade of the Chu Lai International Airport to 4F standards, the development of an urban railway system, and the pilot establishment of Vietnam’s first Free Trade Zone model.

Within the broader framework of sustainable development, the VIFC Da Nang is identified as the financial core, an institutional foundation, and a key channel for directing investment flows, playing a pivotal role in realising the city’s development aspirations.

The VIFC Da Nang is designed to operate under a controlled regulatory “sandbox” mechanism for emerging financial models, ranging from digital assets, cryptocurrencies, and digital payments to blockchain applications and artificial intelligence.

By 2030, the VIFC Da Nang will evolve into a significant hub for digital financial testing and transactions within the Asia-Pacific financial network, while also developing green finance solutions, next-generation supply chain financing, and advancing the digitalization of assets.

The city, for the time being, holds strong advantages for developing a modern financial center, including a strategic location, synchronized infrastructure, high-quality living conditions, and a young, adaptive workforce.

In his remarks at the event, Vietnamese Permanent Deputy Prime Minister Nguyen Hoa Binh outlined Vietnam’s strategy to build a modern, transparent international financial centre integrated with global markets.

The proposed “one centre – two destinations” model would position Ho Chi Minh City as a traditional capital market hub, while Da Nang focuses on fintech, digital assets and innovation. He reaffirmed Vietnam’s commitment to a pro-investment environment, with breakthrough policies and stronger protections for foreign investors.

Participants said Vietnam is entering a critical phase of converting potential into tangible growth, echoing earlier trajectories of economies such as China and the Republic of Korea.

Ongoing reforms, institutional streamlining and innovation-led policies were seen as strong signals for global investors. Companies pointed to Vietnam’s skilled workforce, strong technical capabilities and entrepreneurial drive as key advantages.

In meetings with Oregon officials led by State Senator Mark Meek, the US side described Vietnam as a complementary partner across high-tech industries, clean energy, agriculture and logistics. Both sides noted longstanding ties and frequent exchanges, bolstered by the Vietnamese community in Oregon.

In conclusion, Da Nang’s leadership reaffirmed Vietnam’s, and Da Nang’s in particular, strong commitment to building the most favourable and globally competitive business environment through breakthrough incentive policies, institutional reforms, enhanced transparency, and macroeconomic stability.

Da Nang not only aims to attract investment but also aspires to become a trusted partner, ready to accompany businesses in sharing risks, co-creating new value, and advancing shared prosperity.

The dialogue in San Francisco is not only an investment promotion event but also lays the groundwork for long-term partnerships in banking, finance, and fintech between U.S. stakeholders and the VIFC Da Nang.

The VIFC Da Nang is expected to become a dynamic and trusted destination, helping to build a foundation for a new era of cooperation and development between Vietnam and the United States.
