Harmonising two strategic pieces in Da Nang’s master plan

Upgrading functional zones

The draft adjustment to Da Nang’s 2021 - 2030 master plan (with a vision to 2050) reorganises the city into three functional zones. The eastern coastal industrial-service zone serves as the main growth engine, focusing on services, logistics, finance, innovation, digital transformation, and high-quality human resources.

The western midland and mountainous zone is designated as an ecological agricultural-forestry area, emphasising high-tech agriculture, resource protection, biodiversity conservation, and social security for ethnic minorities.

The marine and island zone promotes integrated marine development, combining high-quality tourism, maritime economy, seaports, fisheries, and emerging marine industries with environmental protection.

These zones support key growth strategies, including the expansion of the Chu Lai Open Economic Zone and the development of the Da Nang Hi-Tech Park to attract knowledge-intensive industries and innovation.

According to the planning consultants, a major breakthrough in Da Nang’s development is the establishment of a Free Trade Zone (FTZ) with modern infrastructure, flexible mechanisms, and an open investment environment to attract major corporations.

The FTZ will focus on high value-added production and transhipment, helping the city integrate more deeply into global supply chains.

At the same time, Da Nang is orientated toward developing an International Financial Centre linked to a digital technology and innovation ecosystem.

Synchronised implementation of strategic solutions

Da Nang aims to become an ecological, culturally distinctive city by 2030, featuring a modern, smart urban system and a high quality of life, while serving as a major national and regional socio-economic hub.

By 2050, the city envisions itself as an ecological and smart metropolis with modern infrastructure, an international financial centre, a high-tech and innovation hub, a national and international logistics centre, and a leading tourism destination in Asia.

Experts note a critical 5 - 10 year “golden window” for transformation. Driven by digital and green growth, the most favourable development scenario for 2026 - 2030 projects an average annual GRDP growth of over 11%, potentially exceeding 12%, with GRDP reaching nearly VND 700 trillion by 2030.
