Da Nang City ready for the “eagles”
DNO - Da Nang’s announcement on Resolution 259/2025/QH15 marks the city’s declaration that Da Nang is ready for breakthrough growth in 2026.
Resolution No. 259/2025/QH15 equips Da Nang with the lure and lift to entice even the most discerning “eagles” to its home along the Han River.
First, Resolution 259 gives Da Nang a decisive financial edge: a 10% corporate income tax for many years, plus clear reductions and exemptions in the Free Trade Zone- advantages few regions can match. This turns the city into a natural magnet for capital in logistics, international commerce, and finance.
Second, administrative reform takes centre stage. With a “one-stop, on-site” system, businesses no longer face paperwork delays or inter-agency buck-passing. On-site processing of registration, investment, and environmental permits saves time and costs, while signalling transparency- crucial for global investors.
Third, the Resolution targets people and technology- perhaps most ground-breaking. A 50% personal income tax cut for experts and longer-term residency for their families help Da Nang become a true second home for talent.
At the same time, a controlled sandbox for semiconductors and AI gives start-ups and tech giants room to trial breakthrough ideas without legal risk.
However, even the strongest policy is only a starting point. Resolution No. 259/2025/QH15 provides the blueprint, but its success depends on capable execution.
Standing Vice Chairman of the Da Nang City People’s Committee Ho Ky Minh’s call to “dare to think, dare to do, and dare to take responsibility” signals the mindset needed to match incentives with action.
The window opened by Resolution 259 is finite but full of promise. This must be the year when incentives turn into cranes, contracts, and real growth, when investors take flight with Da Nang toward the wider ocean.
