Da Nang offers salaries up to VND150 million to attract high-quality human resources
DNO - Da Nang has launched an ambitious policy to attract top experts, scientists, and talented professionals with monthly salaries reaching VND150 million (about US$6,000).

On October 15, the Da Nang People’s Committee issued a decision to implement the city’s new resolution on developing high-quality human resources in the public sector.
The policy seeks to concretize the city’s vision to attract experts, scientists, and individuals with exceptional talents while enhancing the skills of civil servants and public employees.
The programme applies to a wide range of beneficiaries, including public officials, outstanding graduates, talented young scientists, and leading experts or managers - both Vietnamese and foreigners.
It also extends to individuals with special talents in culture, arts, and sports, as well as those contracted to perform specific public service tasks.
There are 2 main hiring mechanisms: fixed-term labor contracts and project-based or task-based contracts.
For top-level experts, managers, and scientists, 3 salary tiers have been established: VND150 million, VND 100million and VND 50million per month.
For project-based contracts, remuneration will be determined based on the field, workload, and performance.
The city also introduces special incentives for exceptional talents in culture, arts, and sports. These include a one-time grant of VND100 million, with monthly salaries up to VND25 million for coaches and experts, and VND20 million for artists and athletes.
Researchers and innovators will receive at least 30% of profits generated from the commercialization of their projects or a one-time reward of up to VND 500 million per achievement.
Those earning major national or international awards will receive an additional VND100 million per prize.
For those recruited or accepted into public positions, one-time support packages are available: VND200 million for bachelor’s degree holders, VND300 million for master’s, VND500 million for PhDs, VND 600 million for associate professors, and VND 700 million for professors.
All procedures will follow principles of transparency and merit-based selection, with final approval granted by the Chairman of the Da Nang People’s Committee.
