Implementing strategic measures to improve PCI and PGI rankings
The Provincial Competitiveness Index (PCI) and the Provincial Green Index (PGI) are key metrics that enable local governments to assess and enhance the quality of governance in serving citizens and businesses. In a bid to improve its rankings, Da Nang is stepping up efforts to implement effective measures aimed at fostering a more business-friendly environment while promoting green development and reducing pollution.

According to Official Dispatch No. 4054 issued by the Da Nang People’s Committee regarding continued efforts to improve the PCI and PGI, city leaders emphasized that during the streamlining and restructuring of the administrative apparatus, it is crucial to maintain an open and efficient investment and business environment. Improving the PCI is considered a core task in the economic management efforts of all departments and agencies, especially their leaders.
In terms of the PCI, particular attention must be paid to indicators involving individual officials and civil servants, such as informal charges, the proactivity of local authorities, and the quality of legal institutions and public order. Each agency is urged to identify targeted solutions to address weaknesses within their areas of responsibility to enhance the city's overall competitiveness.
To regain its position among the top 10 provinces and cities nationwide, Da Nang must take decisive action and maintain strong focus on improving the business and investment climate. The city aims to achieve double-digit economic growth while enhancing the quality of that growth to attract more investment. These efforts are essential to driving Da Nang’s sustainable socio-economic development in the long term.
Introduced by the Viet Nam Chamber of Commerce and Industry (VCCI) in 2023, the PGI has a maximum score of 40 points, with 10 points allocated to each of its four component indicators. To raise its PGI performance, the Da Nang People’s Committee has tasked the Department of Agriculture and Environment with improving scores in areas such as ‘Pollution and Disaster Mitigation’, ‘Regulatory Compliance’, and ‘Incentive Policies and Support Services’. This includes accelerating the implementation of the city’s ‘Da Nang - Environmental City’ initiative for the 2021 - 2030 period, alongside climate change adaptation programmes.
Meanwhile, the Department of Industry and Trade is leading efforts to boost scores in ‘Green Practices’ and ‘Incentive Policies and Support Services’, with a focus on executing the National Program on Economical and Efficient Energy Use for the 2020 -2030 period.
In tandem with policy reforms, the city is promoting success stories of local businesses that have made significant strides in energy efficiency and the adoption of clean energy, contributing to sustainable development and reduced greenhouse gas emissions.
