The forum gathered leaders from four Lao provinces (Champasak, Salavan, Sekong, and Attapeu), one Thai province (Ubon Ratchathani), and 18 Vietnamese provinces and cities. Six Vietnamese localities attended in person, including Da Nang and Quang Nam, while others joined online.

Representatives from Vietnamese business associations in Japan and Southern Laos, along with companies from the three countries, also participated.
