DNO - Japanese experts have called for bold steps to strengthen digital transformation Da Nang, including building an Internet Exchange (IX) and using blockchain to revive the voluntary carbon credit market.

At an international workshop hosted on September 30 by the Dong A University and Japan’s Advanced Institute of Industrial Technology (AIIT), specialists stressed that Da Nang must accelerate infrastructure upgrades to secure its digital future.
The conference brought together domestic and international experts to discuss strategies for building a smarter, greener and more competitive digital economy.
At the workshop, expert Kimihiko Nagata of AIIT proposed developing an IX to improve Da Nang’s internet ecosystem, citing the city’s strategic position in upcoming undersea and fiber-optic cable projects.
These include the SJC2 system in Quy Nhon (July 2025), ALC in Da Nang (Q1 2026), and VSTN in Da Nang (August 2025), alongside plans for an 8 MW data center.
“The success of IX requires early cooperation among data providers, ISPs and CDN operators, with minimum standards and tailored priorities,” Nagata said.
Another highlight came from Kazuya Takano of AIIT, who outlined proposals to revive the voluntary carbon credit market through blockchain solutions.
Unlike traditional verification methods, blockchain offers automated system checks, standardized validation, full traceability after secondary distribution, and significant cost reductions.
Such innovations could restore confidence and efficiency in carbon trading mechanisms.

The workshop also echoed Vietnam’s broader digital ambitions. As reported by Assoc. Prof. Dr. Dinh Thanh Viet, the Vice Rector of the Dong A University, said Vietnam’s national digital transformation strategy rests on three pillars: e-government, digital economy, and digital society.
By 2025, the country aims for the digital economy to contribute 20% of GDP, with 80% of administrative procedures conducted online.
By 2030, Vietnam targets a place among the world’s top 50 in e-government, with the digital economy making up nearly one-third of GDP.
In 2024, the digital economy already accounted for nearly 19% of GDP, growing at more than 20% annually. Vietnam counts almost 48,000 digital enterprises and has advanced 15 places in the UN e-government development index since 2022.
Marking the 52nd anniversary of Vietnam - Japan diplomatic relations in 2025, AIIT and the Dong A University are expanding cooperation in cybersecurity, new technologies, climate change mitigation and sustainable development.
