DNO - On October 8, the Da Nang People’s Committee, in collaboration with the State Securities Commission and the Vietnam Blockchain & Digital Asset Association, held the forum “Policy Dialogue on Digital Assets: From Risk Management to Market Development.”

Speaking at the event, Vice Chairman of the Da Nang People's Committee, Ho Quang Buu said, Da Nang is now the largest centrally governed city with nearly 12,000km² and over 3 million people. This provides great potential for socio-economic growth and infrastructure development.
Da Nang is one of Vietnam’s leading innovation centres. The city has topped the national ICT Readiness Index for 14 consecutive years. It has also been honoured in all three categories of the Smart City Awards for five years running and was selected by StartupBlink in 2025 as one of 12 outstanding global start-up ecosystems.
Da Nang has launched an action plan on science, technology, and digital transformation, aiming to raise the digital economy’s share to 35-40% of GRDP by 2030. The city is also designated as one of the key locations for Vietnam’s International Financial Centre.

Vietnam’s International Financial Centre in Da Nang will focus on green finance, trade finance, and fintech. The city envisions becoming a “laboratory” for new financial models such as digital assets, blockchain, and AI, while promoting fund management to support start-ups.
Da Nang promotes green finance in line with Vietnam’s net-zero goals. At the same time, the government's launch of a pilot digital asset market is expected to boost transparency, attract digital capital, and support the international financial centre in the city.
At the forum, To Tran Hoa, Deputy Head of Market Development at the State Securities Commission, said the new policy marks a turning point in digital asset management, creating a legal basis for the pilot market and promoting transparency and compliance with all applicable laws and regulations. He also mentioned the development of Vietnam’s international financial market.

Meanwhile, Nguyen Thi Tho, Deputy Director of the Anti-Money Laundering Department under the State Bank of Vietnam, highlighted the bank’s key role in guiding financial institutions and strengthening monitoring and reporting for the pilot digital asset market.
In his presentation titled “Balancing Innovation and Compliance – A Foundation for Vietnam’s Digital Asset Market,” Chairman of the Vietnam Blockchain & Digital Asset Association, Phan Duc Trung, emphasised balancing innovation with compliance and offered recommendations for building a sustainable digital asset market in Da Nang.
