DNO - On Tuesday morning, at the headquarters of the Party Committee and Administration of Attapeu Province, Laos, a high-level delegation from Da Nang visited the Party Committee, People’s Council, Administration, and the Lao Front for National Construction of the province on the occasion of the traditional New Year festival (Bunpimay).

Speaking at the meeting, Da Nang Party Committee Secretary Le Ngoc Quang expressed his pleasure at visiting Attapeu as the Lao people are joyfully preparing for the traditional Bunpimay festival in 2026.
To mark the occasion, he extended New Year wishes to officials, soldiers, and residents of Attapeu. He also affirmed that the special solidarity and friendship between the two localities will remain “evergreen and everlasting”.

During the talks, the two sides signed a Memorandum of Understanding on cooperation between Da Nang and Attapeu for the 2026 - 2030 period, along with a cooperation agreement between the Fatherland Front organizations of the two localities for the 2026 - 2031 period.
Under the signed documents, Da Nang commits to continuing to prioritize comprehensive support for Attapeu Province’s socio-economic development during the 2026 - 2030 period. This support will be implemented based on the city's annual budget balance, while ensuring compliance with current legal regulations.

Specific programs and projects involving state budget funding will only be carried out after mutual agreement and approval by competent authorities in accordance with established procedures.
In the economic field, both sides agreed to strengthen cooperation in trade, tourism, investment, logistics, energy, renewable energy, irrigation, agriculture and forestry, labor, employment, and digital transformation.
At the same time, they will encourage Vietnamese businesses and investors in general, especially those from Da Nang, to invest in Attapeu, as well as promote the exchange of goods through coordinated introduction of OCOP products at trade fairs and exhibitions, thereby contributing to expanding markets and increasing the value of local products.
The Attapeu provincial administration also pledged to facilitate favorable conditions for businesses, investors, and citizens from Da Nang who are investing, doing business, and residing in the locality, contributing to a stable and reliable cooperation environment.

In education and training, the two sides will enhance comprehensive cooperation, including long-term training, short-term capacity-building programs, student support, and faculty exchange. Each year, based on proposals from Attapeu and Da Nang’s capacity, both sides will agree on scholarship quotas and specific cooperation content.
Additionally, Da Nang will continue to receive and grant scholarships to officials and students from Attapeu Province to study at educational institutions in the city.
It will also send teachers to teach Vietnamese, and coordinate the organization of short-term training courses on political theory, state management, economics, agriculture and forestry, health, Party building, professional skills of functional forces, and digital transformation.
