Da Nang consults experts on International Financial Centre policies and legal framework

DNO - The Governing Authority of the Vietnam International Financial Centre in Da Nang (VIFC-DN), in coordination with the International Finance Corporation (IFC), a member of the World Bank Group, on Monday, held a dialogue on financial instrument policy and development.

The dialogue was attended by Standing Vice Chairman of the Da Nang People’s Committee and Chairman of the VIFC-DN Executive Authority Ho Ky Minh; representatives of the Executive Authority of the International Financial Centre in Ho Chi Minh City; and domestic and international financial experts, speakers and delegates.

Addressing the dialogue, Ho Ky Minh said that the establishment and development of the International Financial Centre in Da Nang is not only a strategic priority for the city but also an important step towards enhancing Vietnam’s economic competitiveness and international integration.

He stressed the need to raise awareness among government agencies and the business community of innovative financial products and instruments, while further strengthening the legal framework and aligning it with international practices.

According to Ho Ky Minh, the dialogue also provides a platform for multidimensional and frank discussions, allowing participants to raise practical issues, difficulties and obstacles and put forward policy and legal recommendations.

The city’s leaders look forward to specific feedback and constructive criticism from delegates, which will provide an important basis for studying and advising on the development of appropriate mechanisms and policies for the establishment and growth of VIFC-DN.

The five-day dialogue on financial instrument policy and development is taking place from September 7 to 11 at the Courtyard by Marriott Danang Han River. It is a concrete step towards implementing the memorandum of understanding signed on June 30, 2026, between the VIFC-DN Executive Authority and the International Finance Corporation.

At the dialogue, delegates focused their discussions on five main topics: private equity and public investment funds in international finance; secured transactions and new types of collateral; supply chain financing and commodity exchanges; the global carbon market and market integrity; and carbon market exchanges and lessons for Vietnam.

On the first working day, September 7, Prof. Xuan Thao Nguyen from the University of Washington School of Law, together with international experts, held in-depth discussions on operational models, legal structures, governance mechanisms, fundraising, regulatory frameworks and tax policies for private equity and public investment funds.

The event serves as an important forum for policy dialogue, enabling regulators, policymakers, financial institutions and the business community to share practical experience and international best practices.

The discussions are expected to contribute to improving the legal framework, promoting the development of financial products, strengthening international integration capacity, and gradually building an international financial ecosystem in Da Nang.
