Da Nang announces list of projects exempt from construction licenses

The Da Nang Department of Construction has just announced a list of projects exempt from construction licenses under Clause 1, Article 56 of the Law on Railway No. 95 and Clause 2, Article 89 of the Law on Construction which took effective from July 1, 2025.

Accordingly, projects that have had their feasibility study reports appraised by specialized agencies, and are located in areas with approved 1/500 detailed planning or approved urban design will not have to apply for construction permits.

Investors only need to send a notice of commencement and design documents to the relevant management agency for monitoring. At the same time, they are required to fully comply with regulations on land, fire prevention and fighting, environment, and others.

In the first phase, a number of projects are eligible for exemption from construction permits, with a total capital of nearly VND 5,564 billion. These are the Landcom-developed housing project in Tuyen Son area, the Da Nang Marina, the Thuy Tu Villa Complex at the second phase, a hotel projecton Hoang Ke Viem Street, and a residential-commercial complex by Hai Hanh Company.

Additionally, 23 other projects totalling over VND 21,584 billion are being reviewed to determine eligibility for exemption. Included are the Phu My An Apartment developed by Regal Group, the Phuong Trang shophouse complex, the New Town Villas, the Riverside Tower by the Royal Da Nang, and the Hoa Quy - Dong No Riverside Villa complex by Dia Cau Group.
